Please take note that the CBC rules no longer allow free roads. A player
may only play in a single difficulty. You have to manually check you are
playing with the right difficulty. The game always stays at whatever level
you played it at last time you played. Select your difficulty level and
restart the game!

Story
Cuicul, a Caesar 3 beauty contest created and designed by Caesar Clifford.
The name is taken from this existing Roman city.
Djemila, Algeria
Like a postcard with a surreal setting, the site of Djemila, also a UNESCO
World Heritage site, is a spectacular remnant of the Roman Empire. In
Arabic, Djemila means "beautiful one" but its Latin name was
Cuicul. This mountain village on the northern coast east of Algiers (near
the city of Batna), has some of the best preserved Roman ruins in North
Africa. Exceptional buildings include a theatre, two fora, temples, basilicas,
arches, paved roads and a residential area, streets and houses. The city
was built as an outpost during the first century AD by a colony of Roman
soldiers and expanded to become a large trading market. The city fell
into disarray and was abandoned after the fall of the Roman Empire in
the late fifth century. Interestingly, Muslim settlers never built over
the city resulting in an excellent state of preservation.
Story
I, Caesar, am sending you into Algerium to build me a beautiful city.
Money is no object and I will supply you with another large amount should
you use what I give you first. I wish to come and inspect this city when
you are finished. I trust you will succeed in delighting the eye with
your finished city.

The population target of 99,999 is merely there to allow everyone to build
their own version of Cuicul
Designer's Notes
Specific Designer's Rules:
TYou may use any difficulty level you wish and even change it as you
wish. Therefore you may name it under any difficulty level and submit
it in the available difficulty. For those who want a definite level to
play at please play at normal difficulty.
You may discuss any and every part of your city during the contest in
as much detail as you wish. The only thing you can't do is give your file
to anyone else before the contest closes. This is different from normal
contests .
Entries will be limited to one per player. However you can submit as many
as you wish. The last one submitted will be your official entry unless
you say otherwise before the contest closes.
For this contest there is no need to make regular saves. Since it is
just a beauty contest and the time you take does not matter there will
be no requirement to make any saves. For your own peace of mind though
please remember to make some saves so you don't lose all your hard work.
The designer is eligible to enter this contest and intends to put an entry
in. A list of entries will be posted on the forum at regular intervals
and because of the nature of this contest all entries will be assumed
to be valid when they are sent in.
Judging.
The contest will be open for one month. Then the entries will be split
into different quarter final groups with public voting , using the poll
option on the forum. Winners progressing to semi finals and thence onto
the final. One week will be allowed for voting in each round and it is
expected that 3 rounds will be enough. However if we get a lot of entries
we may make it 4 rounds. Further information on this process will be available
at the appropriate time. Once the contest has closed and voting begins
any other Caesar3 contest on the way may begin.
Every member of CBC, whether they enter the contest or not, is eligible
to vote in this contest.
Judging will be based on the look of the city, taking no account of rankings,
population or debt levels. Simply, vote for the city you think is the
most beautiful. It will be interesting to see what the majority consider
to be the most beautiful city.
Cuicul was designed by Caesar Clifford and translated into French
