Contest 136: Polluteus Maximus

Welcome to the contest pages for Contest 136: Polluteus Maximus. This is a Caesar 3 economics contest, and should only be played with Caesar 3 V1.0.1.0. Use the links below to download the starting positions:

Please take note that the CBC rules no longer allow free roads and material changes either. A player may only play in a single difficulty.

Story

Ave, Governor.
Well, young governor it appears you have been selected for this mission. Of course as you know you were only number two on the dux's list but I could not allow that horrible Lecturous Hand to govern one of my provinces. How the rest of you let him win, I'll never know. Anyway he would not have been able to manage the swing bridge crossing with only one hand so you are it.

The report from the province tells of the strange affect the pollution has had on the people living there. They have mostly gone native and are living in a strange walled city by the sea. However when fed olives they appear to regain some sanity and are willing to work for the Empire again. Johnus Exploreous used all the spare olives and oil he had with him and started up a small town which hopefully will still be working when you get there. He built a few sawmills but you will have to manage with the few that are already going. I cannot allow you to build any more as I cannot allow you to build mines or marble quarries. The sea is polluted and the fish will make your people sick so I cannot allow you to fish for food. However it appears you can grow anything except wheat on the land. If you want wheat you will have to see if you can import some.

In fact the green element of the Senate would prefer that no one ever went back into this province since the climate was changed so much by Numb Nutus. However I will not allow them to tell Caesar what to do. You must build many temples to the glory of Ceres in order to restore this province. Make them large temples. You will have to import the marble for this but I'm sure one of your trade partners will supply some at a reasonable price for you. You shall also see if the idiot of a sooth sayer is right when he says the other gods will punish you for promoting Ceres above them. I doubt it but you will find out.

I will extend a small line of credit to you should you need it. Hopefully you can sell olives to the natives and get some of our treasure back. Don't return still owing me money. I want to see you once you are happy with the way the province is going or in several years time.

Perform well here and who knows what your next province will be like.

Rules

Completion Criteria:
CC1 Not to be in debt at time of save. 0 dn or higher is valid. -1dn or lower is not valid.

Winning Criteria:
WC1 Number of Large Temples to Ceres as listed by Religion Advisor
WC2 Treasury
WC3 Population

Designer's Notes

    Wages and Tax rates must not be touched. They must be left as they are at the start of the contest.
    You are allowed to send in an entry with no Large Temples in it. This will still be valid.
    The Peace rating of 100 is merely to stop anyone from winning early. It is not a requirement.
    You can send any gifts to Caesar that you wish to or not as you wish.
    There are no requests.
    There is no military action however you may wish to make sure you don't annoy Caesar.
    Because no iron mines can be built you have no access to military yourself.
    Entry can be any date up to and including the last month possible. A first month entry is valid.
    There are two sections, novice and expert. Novice has a lot more money to start with than expert.
    That is the only difference between the two sections.

Polluteous Maximus was designed and tested by Caesar Clifford. It was the winning entry in 2007 BSC contest at CBC.
