I personally don't like the idea of using small statues or gardens to
pen hyenas. Usually, I just put up with the critters until I can get
some troops together and do the job properly.
In Sawu, there is an area of the map, separated by natural barriers,
that is infested by hyenas. I decided to handle this problem by making
my initial settlements outside this area, then as finances permitted,
building a couple of infantry forts in the infested area, and once the
full complements of troops were in place, conduct a hyena-killing campaign.
So I placed the forts and went back to building my city. After a couple
of years I went back to do some hyena hunting, only to find they were
all gone.
What happened, evidently, was that the hyenas kept
attacking the troops going to the forts until they (the hyenas) were
all killed off.
This might not work in other cities because of differences
in terrain, but it is definitely a neat solution to the hyena problem
in Sawu
