At this point I got bored and gave it up. Despite the occasional numerical glitch, the pattern is pretty clear.
Next I decided to see exactly how deleting and replacing all housing would affect the labor situation. I went back to the end of year 31, deleted all housing (leaving services in place) and sat back to see what happened.

Before I was short 13 workers at the end of the 34th year. Now I have 355 unemployed plus vacant housing. Notice that it only took about a year and a half to get all services staffed.
When deleting all housing care must be taken to protect the remaining structures from fire or collapse. This can be done by:
a -Going to Labor Overseer and setting Infrastructure to priority
#1.
b - Putting a few plots in each housing area before filling in the
remainder. Since settlers fill plots in the order in which they are
laid out, I want to make sure all areas get enough workers for fire
and architects without their having to wait in turn for large blocks
to fill up.
