I'm in Valentia, the peaceful praetor level. After a few years of constructing, the little blue sign next to the Road to Rome (the exit sign) flew somewhere else!! It's now in the middle of the map blocking the area where I planned to build a warehouse!! Can anyone explain this?

No, I can't, but something similar did happen to me on a different city Tarsus, I believe.

Only difference is that it only moved about 10 tiles, and was quite beneficial, since where it was it was blocking some development, and where it moved, it wasn't.

this happens when the signs are within the boundaries of water coverage (reservoir or fountain) and then rotating the map. the effects are reversed when the reservoir or fountain are deleted or moved so that their coverage does not encompass the space in which the sign rests and then rotating the map. so essentially, view the signs as hydrophobic. they will move to a location just outside of water coverage. however, the placement of the sign graphic does not affect gameplay in that the exit/entrance location remains locked regardless of sign location.

Thanks, that would explain alot, to me anyway.
The fixed entrance/exit points make sense, having used the map editor.
