Story

Caesar is a worried man these days. Rome's treasury has been steadily declining for a few years now, due to the continued war efforts and shall we say some "bad investments." (Hush! Don't even think of those Macedonian mercenaries in Caesar's presence!) Imagine then, the last Governor of Caesarea had the audacity to build the whole road network, if you can call it that, of his province as plazas, thus driving the road ministry nearly bankrupt.

The aforementioned Governor was, of course, given a prime seat at the Circus Maximus, IN WITH THE LIONS!! We can afford to sanction no more money for road development in any province, as a result, and you will have to make do with the existing roads and manage as best as you can. Use your imagination a little, for you will need it...especially as our regular housing block designs seem impossible in this mess.

Also, ugly rumours are abound about a planned barbarian uprising, due to what they believe a weakness in Rome---the declining treasury. They believe we will be unable to fight a sustained war. They are right I fear... However, we must make them imagine otherwise. You must build a thriving city which supports a good amount of the patrician populace. We will not tax them, though, so that the upstart barbarians can be tricked into thinking that Rome is indeed thriving, and so much so, that it need not tax its patricians, our most lucrative source of income.

I do not envy your task and I imagine neither do you. However, you have proven yourself before as being able to get out of tight situations and I don't think they'll get much tighter than this. While you have a shoe-string budget and no bailout loan available, worry not, many of your neighbours have shown keen interest in trading with you. However, you will need to balance the patricians with an able workforce as mainly processed goods are in demand.

Your assignment boggles one's imagination. Imagine, if you succeed, you will be hailed as the saviour of Rome, having staved of an invasion without bloodshed and resurrected Rome's economy at the same time. Fail, and it's a date with the lions for you, provided ofcourse, the invaders don't get you first.

Ave Consul, May the Gods smile on you!!
